Russia

Russia and the Russian military are the primary actors most often accused of violating these rights. Their invasion of Ukraine and military operations have been linked to civilian deaths, displacement, destruction of property, damage to schools and hospitals, restrictions on movement in occupied territories, and limits on political participation and free expression in areas under Russian control.

Ukraine

Ukraine and the Ukrainian military are primarily involved in defending Ukrainian territory and citizens. However, human rights organizations have occasionally investigated allegations against Ukrainian forces, such as mistreatment of prisoners of war or military actions that may have endangered civilians. These allegations are much smaller in scale than those directed at Russia but are still subject to investigation under international law.

United States

The United States is not directly responsible for most of the alleged human rights violations. However, it plays a major role by providing military aid, financial assistance, intelligence, and diplomatic support to Ukraine. Supporters argue this helps Ukraine defend the rights of its citizens, while critics argue that continued military assistance can contribute to prolonging the conflict and its humanitarian consequences.

China

China has not directly participated in the fighting but has played a significant diplomatic and economic role. China has maintained relations with Russia and has generally avoided condemning the invasion. Some critics argue that China's economic and political support helps Russia continue the war, while China argues that it supports peace negotiations and a diplomatic resolution to the conflict.

Organizations

Organizations such as the United Nations, Amnesty International, the International Committee of the Red Cross, and Human Rights Watch are generally not responsible for violating these rights. Instead, they investigate alleged violations, document evidence, provide humanitarian aid, assist refugees, and advocate for the protection of civilians and human rights during the conflict.
